The Case for Gay Reparations by
A compelling and timely vision for gay reparations in the United StatesIn the last two decades many nations have adopted "gay reparations," or policies intended to make amends for a history of discrimination, stigmatization, and violence on the basis of sexual orientation and gender identity. Far from being a homogenous or uniform phenomenon, gay reparations encompassa small constellation of approaches including a formal apology to the LGBT community for past wrongdoing, financial compensation for victims of anti-LGBT laws and actions, and the erection of monuments to the memory of those who suffered because of structural homophobia. The United States, however,has been reluctant to embrace gay reparations, making the country something of an outlier among Western democracies.Beyond making the case for gay reparations in the United States, this book explores a wide range of questions provoked by the rise of the gay reparations movement. Among these questions, three stand out for what they reveal about the puzzling and complex nature of this new front in the struggle forLGBT equality. Why, after centuries of attempts to marginalize, dehumanize, and even eradicate LGBT people, are governments coming around to confront this dark and painful historical legacy? How do we make sense of the diversity of gay reparations being implemented by governments around the world?And, finally, what would an American policy of gay reparations look like?Omar G. Encarnacion draws upon the rich history of reparations to confront the legacies of genocide, slavery, and political repression and argue that gay reparations are a moral obligation intended to restore dignity to those whose human rights have been violated because of their sexual orientationand gender identity. Reparations are also necessary to close painful chapters of anti-LGBT discrimination and violence and to remind future generations of past struggles for LGBT equality. To this end, he traces America's dark and painful LGBT history - from colonial-era laws criminalizinghomosexual conduct, to a postwar ban on homosexuals working in the federal bureaucracy, to the government's support of the junk-science underpinning the practice of "gay conversion" therapy promoted by the Christian Right.The book also examines how other Western democracies notorious for their repression of homosexuals - specifically Spain, Britain, and Germany - have implemented gay reparations. These foreign experiences reveal potential pathways for gay reparations in the United States. More importantly, they showthat while there is no universal approach to gay reparations it is never too late for countries to seek to right past wrongs.

Pink Revolutions: Globalization, Hindutva, and Queer Triangles in Contemporary India by
Pink Revolutions describes how queer politics in India occupies an uneasy position between the forces of neoliberal globalization, on the one hand, and the nationalist Hindu fundamentalism that has emerged since the 1990s, on the other. While neoliberal forces use queerness to highlight India's democratic credentials and stature within a globalized world, nationalist voices claim that queer movements in the country pose a threat to Indian national identity. Nishant Shahani argues that this tension implicates queer politics within messy entanglements and knotted ideological triangulations, geometries of power in which local understandings of "authentic" nationalism brush up against global agendas of multinational capital. The Politics of Love in Myanmar offers an intimate ethnographic account of a group of LGBT activists before, during, and after Myanmar's post-2011 political transition. Lynette J. Chua explores how these activists devoted themselves to, and fell in love with, the practice of human rights and how they were able to empower queer Burmese to accept themselves, gain social belonging, and reform discriminatory legislation and law enforcement. Informed by interviews with activists from all walks of life—city dwellers, villagers, political dissidents, children of military families, wage laborers, shopkeepers, beauticians, spirit mediums, lawyers, students—Chua details the vivid particulars of the LGBT activist experience founding a movement first among exiles and migrants and then in Myanmar's cities, towns, and countryside. A distinct political and emotional culture of activism took shape, fusing shared emotions and cultural bearings with legal and political ideas about human rights. For this network of activists, human rights moved hearts and minds and crafted a transformative web of friendship, fellowship, and affection among queer Burmese. Chua's investigation provides crucial insights into the intersection of emotions and interpersonal relationships with law, rights, and social movements.
Precarious Democracy : Ethnographies of Hope, Despair, and Resistance in Brazil by
Brazil changed drastically in the 21st century's second decade. In 2010, the country's outgoing president Lula left office with almost 90% approval. As the presidency passed to his Workers' Party successor, Dilma Rousseff, many across the world hailed Brazil as a model of progressive governance in the Global South. Queer in Translation: Sexual Politics under Neoliberal Islam by
In Queer in Translation, Evren Savcı analyzes the travel and translation of Western LGBT political terminology to Turkey in order to illuminate how sexual politics have unfolded under Recep Tayyip Erdoğan's AKP government. Under the AKP's neoliberal Islamic regime, Savcı shows, there has been a stark shift from a politics of multicultural inclusion to one of securitized authoritarianism. Drawing from ethnographic work with queer activist groups to understand how discourses of sexuality travel and are taken up in political discourse, Savcı traces the intersection of queerness, Islam, and neoliberal governance within new and complex regimes of morality. Savcı turns to translation as a queer methodology to think Islam and neoliberalism together and to evade the limiting binaries of traditional/modern, authentic/colonial, global/local, and East/West--thereby opening up ways of understanding the social movements and political discourse that coalesce around sexual liberation in ways that do justice to the complexities both of what circulates under the signifier Islam and of sexual political movements in Muslim-majority countries.

Worlding Postcolonial Sexualities demonstrates how late twentieth century postcolonial print cultures initiated a public discourse on sexual activism and contends that postcolonial feminist and queer archives offer alternative histories of sexual precarity, vulnerability, and resistance. The book’s comparative focus on India, Jamaica, and South Africa extends the valences of postcolonial feminist and queer studies towards a historical examination of South-South interactions in the theory and praxis of sexual rights. Analyzing the circumstances of production and the contents of English-language and intermittently bilingual magazines and newsletters published between the late 1970s and the late 1990s, these sources offer a way to examine the convergences and divergences between postcolonial feminist, gay, and lesbian activism. As of March 2022, NBC News reported nearly 240 anti-LGBTQ+ bills have been introduced in 2022 up to that point - a number that has likely increased. Most of these bills have been targeting Trans people. Currently there are only 14 states that have not introduced such legislation, according to Human Rights Campaign. Thus, LGBTQ+ activists and allies continue to struggle against the backlash. We present this page on LGBTQ+ activism, past and present, to recognize the long history of LGBTQ+ activism.

Atmospheres of Violence: Structuring Antagonism and the Trans/Queer Ungovernable by
Advances in LGBTQ rights in the recent past--marriage equality, the repeal of Don't Ask, Don't Tell, and the expansion of hate crimes legislation--have been accompanied by a rise in attacks against trans, queer and/or gender-nonconforming people of color. In Atmospheres of Violence, theorist and organizer Eric A. Stanley shows how this seeming contradiction reveals the central role of racialized and gendered violence in the United States. Rather than suggesting that such violence is evidence of individual phobias, Stanley shows how it is a structuring antagonism in our social world. The right of same-sex couples to marry provoked decades of intense conflict before it was upheld by the U.S. Supreme Court in 2015. The Miss America pageant has been held in Atlantic City for the past hundred years, helping to promote the city as a tourist destination. But just a few streets away, the city hosts a smaller event that, in its own way, is equally vital to the local community: the Miss'd America drag pageant. Drag Queens and Beauty Queens presents a vivid ethnography of the Miss'd America pageant and the gay neighborhood from which it emerged in the early 1990s as a moment of campy celebration in the midst of the AIDS crisis. It examines how the pageant strengthened community bonds and activism, as well as how it has changed now that Rupaul's Drag Race has brought many of its practices into the cultural mainstream. The End of Straight Supremacy: Realizing Gay Liberation by
Rooted in the politics and theories of early gay liberation and radical feminism, Shannon Gilreath's The End of Straight Supremacy presents a cohesive theory of gay life under straight domination. Beginning with a critique of formal equality law, centering on the 'like-straight' demands of liberal equality theory as highlighted in Lawrence v. Fighting to Serve: Behind the Scenes in the War to Repeal "Don't Ask, Don't Tell" by
2013 Over the Rainbow Project Nonfiction Winner Discharged in 2002 from the US Army under the provisions of "Don't Ask, Don't Tell," Alexander Nicholson was shocked to learn there was no group advocating DADT's repeal that was reaching out to active military or veterans organizations. Nicholson believed the repeal effort needed spokespersons who understood military culture, who could talk about DADT's impact on those who serve to those who serve and served. Someone like him. From this idea Servicemembers United, the largest organization for gay and lesbian servicemembers, was born. Nicholson and several others who had been discharged under DADT toured the United States, where they spoke at American Legion posts, on radio talk shows, and at press conferences across the South and on both coasts. Surprised at the mostly positive reception that the tour provoked, Nicholson and Servicemembers United were propelled to the forefront of the DADT repeal fight. In time Nicholson became the only named plaintiff in the successful lawsuit that ordered the policy overturned, forcing the US Congress to act. Fighting to Serve gives a no-holds-barred account of the backstage strategies and negotiations, revealing how various LGBT organizations, the Congress, the Pentagon, and the White House often worked at cross purposes. But in the end, it was the pressure brought by active veterans, a court ruling out of California, and a few courageous senators, representatives, and military leaders that brought the destructive policy to an end.
The First Amendment and LGBT Equality: A Contentious History by
Conservative opponents of LGBT equality in the United States often couch their opposition in claims of free speech, free association, and religious liberty. It is no surprise, then, that many LGBT supporters equate First Amendment arguments with resistance to their cause. The First Amendment and LGBT Equality tells another story, about the First Amendment's crucial yet largely forgotten role in the first few decades of the gay rights movement. Between the 1950s and 1980s, when many courts were still openly hostile to sexual minorities, they nonetheless recognized the freedom of gay and lesbian people to express themselves and associate with one another. Successful First Amendment cases protected LGBT publications and organizations, protests and parades, and individuals' right to come out. The amendment was wielded by the other side only after it had laid the groundwork for major LGBT equality victories. Carlos A. Ball illuminates the full trajectory of this legal and cultural history. He argues that, in accommodating those who dissent from LGBT equality on grounds of conscience, it is neither necessary nor appropriate to depart from the established ways in which American antidiscrimination law has, for decades, accommodated equality dissenters. In the first monograph on LGBTQ women in the rural Midwest, Carly Thomsen deconstructs the image of the rural as a flat, homogenous, and anachronistic place where LGBTQ people necessarily suffer.
