Since 2000, he has contributed to seven films, variously serving as writer, director, producer, editor, cinematographer, and/or actor. He is director, writer, producer, cinematographer, and editor of Stolen Education. His most recent film was 2017's Trafficked.

The Borderlands of Race by
Throughout much of the twentieth century, Mexican Americans experienced segregation in many areas of public life, but the structure of Mexican segregation differed from the strict racial divides of the Jim Crow South. Factors such as higher socioeconomic status, lighter skin color, and Anglo cultural fluency allowed some Mexican Americans to gain limited access to the Anglo power structure. Paradoxically, however, this partial assimilation made full desegregation more difficult for the rest of the Mexican American community, which continued to experience informal segregation long after federal and state laws officially ended the practice. In this historical ethnography, Jennifer R. Nájera offers a layered rendering and analysis of Mexican segregation in a South Texas community in the first half of the twentieth century. Using oral histories and local archives, she brings to life Mexican origin peoples' experiences with segregation. Through their stories and supporting documentary evidence, Nájera shows how the ambiguous racial status of Mexican origin people allowed some of them to be exceptions to the rule of Anglo racial dominance. She demonstrates that while such exceptionality might suggest the permeability of the color line, in fact the selective and limited incorporation of Mexicans into Anglo society actually reinforced segregation by creating an illusion that the community had been integrated and no further changes were needed. Nájera also reveals how the actions of everyday people ultimately challenged racial/racist ideologies and created meaningful spaces for Mexicans in spheres historically dominated by Anglos.
Brown, Not White by
Strikes, boycotts, rallies, negotiations, and litigation marked the efforts of Mexican-origin community members to achieve educational opportunity and oppose discrimination in Houston schools in the early 1970s. These responses were sparked by the effort of the Houston Independent School District to circumvent a court order for desegregation by classifying Mexican American children as "white" and integrating them with African American children--leaving Anglos in segregated schools. Gaining legal recognition for Mexican Americans as a minority group became the only means for fighting this kind of discrimination. The struggle for legal recognition not only reflected an upsurge in organizing within the community but also generated a shift in consciousness and identity. In Brown, Not White Guadalupe San Miguel, Jr., astutely traces the evolution of the community's political activism in education during the Chicano Movement era of the early 1970s. San Miguel also identifies the important implications of this struggle for Mexican Americans and for public education. First, he demonstrates, the political mobilization in Houston underscored the emergence of a new type of grassroots ethnic leadership committed to community empowerment and to inclusiveness of diverse ideological interests within the minority community. Second, it signaled a shift in the activist community's identity from the assimilationist "Mexican American Generation" to the rising Chicano Movement with its "nationalist" ideology. Finally, it introduced Mexican American interests into educational policy making in general and into the national desegregation struggles in particular. This important study will engage those interested in public school policy, as well as scholars of Mexican American history and the history of desegregation in America.
Chicana/o Struggles for Education by
Much of the history of Mexican American educational reform efforts has focused on campaigns to eliminate discrimination in public schools. However, as historian Guadalupe San Miguel demonstrates in Chicana/o Struggles for Education: Activisim in the Community, the story is much broader and more varied than that.While activists certainly challenged discrimination, they also worked for specific public school reforms and sought private schooling opportunities, utilizing new patterns of contestation and advocacy. In documenting and reviewing these additional strategies, San Miguel's nuanced overview and analysis offers enhanced insight into the quest for equal educational opportunity to new generations of students.San Miguel addresses questions such as what factors led to change in the 1960s and in later years; who the individuals and organizations were that led the movements in this period and what motivated them to get involved; and what strategies were pursued, how they were chosen, and how successful they were. He argues that while Chicana/o activists continued to challenge school segregation in the 1960s as earlier generations had, they broadened their efforts to address new concerns such as school funding, testing, English-only curricula, the exclusion of undocumented immigrants, and school closings. They also advocated cultural pride and memory, inclusion of the Mexican American community in school governance, and opportunities to seek educational excellence in private religious, nationalist, and secular schools.The profusion of strategies has not erased patterns of de facto segregation and unequal academic achievement, San Miguel concludes, but it has played a key role in expanding educational opportunities. The actions he describes have expanded, extended, and diversified the historic struggle for Mexican American education.
Chicano Education in the Era of Segregation by
Chicano Education in the Era of Segregation analyzes the socioeconomic origins of the theory and practice of segregated schooling for Mexican-Americans from 1910 to 1950. Gilbert G. Gonzalez links the various aspects of the segregated school experience, discussing Americanization, testing, tracking, industrial education, and migrant education as parts of a single system designed for the processing of the Mexican child as a source of cheap labor. The movement for integration began slowly, reaching a peak in the 1940s and 1950s. The 1947 Mendez v. Westminster case was the first federal court decision and the first application of the Fourteenth Amendment to overturn segregation based on the "separate but equal" doctrine. This paperback features an extensive new Preface by the author discussing new developments in the history of segregated schooling.
Colored Men and Hombres Aqui by
There had been earlier efforts to diversify juries, reaching back at least to the trial of Gregorio Cortez in 1901 and continuing with efforts by the legendary Oscar Zeta Acosta in Los Angeles in the 1960s. Even as recently as 2005 there has been clear evidence that Latino participation in the Texas jury system is still substantially unrepresentative of the growing population. But in a brief and shining moment in 1954, Mexican-American lawyers prevailed in a system that accorded their community no legal status and no respect. Through sheer tenacity, brilliance, and some luck, they showed that it is possible to tilt against windmills and slay the dragon.Edited and with an introduction by University of Houston law scholar Michael A. Olivas, Colored Men and Hombres Aqui is the first full-length book on this case. This volume contains the papers presented at the Hernandez at 50 conference which took place in 2004 at the University of Houston Law Center and also contains source materials, trial briefs, and a chronology of the case.

Between 1940 and 1975, Mexican Americans and African Americans in Texas fought a number of battles in court, at the ballot box, in schools, and on the streets to eliminate segregation and state-imposed racism. Although both groups engaged in civil rights struggles as victims of similar forms of racism and discrimination, they were rarely unified. In Fighting Their Own Battles, Brian Behnken explores the cultural dissimilarities, geographical distance, class tensions, and organizational differences that all worked to separate Mexican Americans and blacks. Behnken further demonstrates that prejudices on both sides undermined the potential for a united civil rights campaign. Coalition building and cooperative civil rights efforts foundered on the rocks of perceived difference, competition, distrust, and, oftentimes, outright racism. Behnken's in-depth study reveals the major issues of contention for the two groups, their different strategies to win rights, and significant thematic developments within the two civil rights struggles. By comparing the histories of these movements in one of the few states in the nation to witness two civil rights movements, Behnken bridges the fields of Mexican American and African American history, revealing the myriad causes that ultimately led these groups to "fight their own battles."
