What's in a name?

The IEEE name was originally an acronym for the Institute of Electrical and Electronics Engineers, Inc. Today, the organization's scope of interest has expanded into so many related fields, that it is simply referred to by the letters I-E-E-E (pronounced Eye-triple-E).

Proceedings

Digests of Papers are a condensed version or synopsis of the conference papers.

IEEE Xplore contains full text of many, but not all IEEE & IEEE sponsored conference proceedings. IEEE co-sponsors many conferences with other organizations. Each conference is treated differently for copyright permissions. IEEE Xplore only contains conference papers for which IEEE retained the copyright permissions.
